FORTHCOMING ELECTIONS IN IRAQ AND THE ELECTION IRREGULARITIES OF THE KURDS |

Iraqi Parliament decided to hold general elections on March 7th, 2010
after prolonged discussions. The biggest difficulty during the
adoption of the law concerned the system that will be applied in
Kirkuk. Turkmens and Arabs that constitute the main elements of Kirkuk
demanded distinct regulations for Kirkuk. Because, the demographic
structure of the province has changed since 2003 as a result of Kurds'
practices. The approved law included the statement that "a commission
which will be formed for Kirkuk within the Parliament after the
elections will examine electoral rolls and the election results that
will be obtained in Kirkuk will not affect the future status of the
province". This clause constitutes a legal acceptance that the
demographic structure of Kirkuk has been unfairly changed in favor of
Kurds.
As the election date approaches, Kurdish groups' efforts to change the
results in their favor are observed. It is known that during the
updating of election lists, many Kurdish families were registered with
their fake food ration cards and some Kurds coming from regional
countries were placed in Kirkuk. Not only these thousands of people
can not speak Turkish or Arabic, but also they can not understand each
other in Kurdish. And this is an indication that the demographic
structure has been altered.
As it will be remembered, the number of voters in Kirkuk had been
declared to be 475.000 in 2004. This number suddenly rose to 800.000
in the efforts concerning electoral lists made before the general
elections held on December 15, 2005. It is very remarkable that the
number of voters in Kirkuk rose by 325.000 people in the period from
2004 to the end of 2005. It will be seen when the voters register is
examined that the difference between the two numbers wholly consist of
Kurdish people. It is an unlucky declaration for the Kurdish head of
the Kirkuk election office to say that the population of the province
"has been consistently increasing through natural means". The
population of the province is still increasing through irregularities
perpetrated by the Kurds. The figure declared by the Kurdish
Administration for its own region is also thought provoking. According
to the elections organized by the UN in 1992, the number of voters in
the Kurdish region had been declared to be 972.000 but this number has
been stated as 2.570.000 in July 2009 parliamentary and presidential
elections that was held in the Kurdish region. This indicates that
1.598.000 people coming from various places were placed in northern
Iraq.
In the meantime, they also put their efforts to exploit the "national
remainder" system, which is in the election law and which is allocated
for Iraqi citizens abroad. Kurdish groups put pressure upon Kurdish
Iraqi citizens, which they got into contact via their representations
abroad, "to vote unconditionally and demanded that they should send
their Kurdish identities distributed by Kurdish administration to
their relatives in Iraq". By this irregularity, Kurds showed their
voters register higher than it is in Irbil, Dohuk and Suleymaniyah.
On the other hand they threatened the residents of Iyaziye and Zummar
districts to cancel their food ration cards unless they vote for the
Kurds. Also thousands of new voters were added to the election offices
in Seyhan, Zummar, Mahmour, Guveyir and Kirac regions and no official
document has been asked in the renewal of the registry process. It is
also beneficial to remind the electoral irregularities of the Kurds.
The most common are "voting for the ones who are not voting" and
"double voting". The above-mentioned irregularity is a result of not
taking minutes on the identity of the voter. Another type of
irregularity is "double ballot box" method. One of the ballot boxes is
put in front of the voters, while the other one is prepared as desired
by some authorities and kept ready already counted. In the
above-mentioned violations, employees assigned to the ballot boxes
also play a major role.
All these developments show that, there is no other way for the future
of Iraq than an equal and a transparent election far from suspicion.
Therefore, it is important that these elections should be open to
international inspection because it is known that Kurdish groups are
in an effort to influence any phase of the elections by cheating
